Learning objectives
The aim of the course is to acquaint students with different concepts of public administration (the concept of good administration, the concept of new public management, the concept of administration as a public service...) since the countries in the process of integration must decide to consistently implement one of the above-mentioned concepts, which are vastly different from the existing ones. Since the implementation of the communitarian system and its subsequent implementation requires a national administrative apparatus and a certain formal adjustment procedure, the study of the subjects will be based on familiarization with the institutions responsible for reform and harmonization, as well as on procedural issues from this area, both in BiH and with reference to the countries of the region.
Learning outcomes
Students will be able to understand the position of public administration in relation to European integration, which will enable them to identify the key needs for the development of administrative capacities in this area. The ultimate outcome of studying the subject should be the ability of students to participate and adapt the national public administration system in all its segments to the European Union public administration system.
Content
Introduction to European integration, familiarization with the origin and development of the institutions of the European Union, stages of enlargement and accession criteria; Definition and theories of public administration; Organization of administrative organizations; New public management; European principles of public administration; The Sigma program, mechanisms for monitoring the fulfillment of standards, experiences of countries in the EU accession process; Standards of development of civil service systems in EU member states; Monitoring the implementation of standards for the development of civil service systems in the EU; Official system of the EU; Council of Europe and the development of civil service systems; The process of harmonizing the national and public administration systems of the European Union; Strategic framework for public administration reform in Bosnia and Herzegovina; Sigma principles and indicators for public administration reform.
Teaching Methods
The teaching will be conducted in the form of lectures, discussions on questions from the covered material and reading of assigned materials, as well as case analysis, debate and presentation of seminar papers.
