UNIBL and VNIIFTRI Formalize Cooperation

Vice-Rector for Teaching, Student Affairs and Quality Assurance at the University of Banja Luka (UNIBL), Prof. Milica Balaban, PhD, signed a Cooperation Agreement with the Federal State Unitary Enterprise “All-Russian Scientific Research Institute for Physical-Technical and Radio Engineering Measurements” (VNIIFTRI) in Mendeleyevo on July 9, 2026. VNIIFTRI is one of the leading research institutions in the field of metrology in the Russian Federation and operates under the Federal Agency for Technical Regulation and Metrology (Rosstandart).

The Agreement establishes a framework for long-term cooperation between the University of Banja Luka and VNIIFTRI in the fields of scientific research, education, and metrology.

The cooperation will focus on the implementation of joint fundamental and applied research, the exchange of scientific knowledge and expertise, the development and enhancement of laboratory capacities, support for the accreditation of making etalons, calibration and testing laboratories, the preparation of joint scientific and professional publications, as well as the organization of seminars, conferences, and other forms of academic and scientific cooperation.

During the visit to VNIIFTRI, the delegation of the University of Banja Luka toured the institute’s research laboratories and national measurement standards facilities, gaining insight into its work and the Russian Federation’s most significant national standards in the fields of time and frequency, temperature, length, and the mass fraction and concentration of inorganic components in aqueous solutions.

The signing of the Agreement follows discussions held in June 2026 during the St. Petersburg International Economic Forum, when representatives of the Republic of Srpska and the Russian Federation considered opportunities for strengthening cooperation in science, education, and technical infrastructure.

By establishing this partnership, the University of Banja Luka continues to expand its international network of cooperation and create new opportunities for joint research projects, the exchange of knowledge and experience, the enhancement of laboratory capacities, and the professional development of academic staff, researchers, and students.
